- Human Resources Business Partner
Description
Sturgeon County is recruiting for an experienced Human Resources Business Partner who can effectively embed themselves within specified departments as their primary point of contact for all HR matters. This portfolio currently provides HR support to Fleet and Facility Services, Transportation and Engineering Services, and Utility and Waste Management Services; highly operational, trades focused areas that include mechanics, technicians, equipment operators, maintenance staff, and other front line roles, as well as the professional and administrative employees who support these functions
The HRBP will provide guidance and support across a full range of human resource functions, including coaching, consultation, recruitment and selection, disability management, modified work, performance evaluations, and training and development. This role builds strong, trusted relationships with its client groups and maintains a deep understanding of their day-to-day operational realities, challenges, and successes to deliver practical, informed HR expertise to employees and supervisors.
This is a permanent hybrid position.
KEY DUTIES AND RESPONSIBILITIES
Coaching and Consulting on HR Matters (40%)
Provides HR advice and expertise on matters impacting the specific client group within the municipality.
Develops and maintains strong relationships with the client groups and maintains an ongoing understanding of their unique challenges and successes to provide effective expertise and coaching to employees and supervisors regarding employee relations, HR legislation, and HR policies, procedures, and best practices.
As requested, attends client group meetings and provide agenda items and/or advise on items.
Assists management with developing effective and aligned departmental structures, including any reorganization initiatives and assists with the creation and review of job descriptions to ensure effective and clear job design.
Conducts compensation reviews within the client group addressing any market competitive issues within the compensation structures, or making recommendations on any trends or observations as appropriate.
Assists client group managers with the annual salary increases process.
Responds to requests for comparative compensation and benefits information from other municipalities.
Researches and analyzes salary/wage and benefit information offered by the competition and prepares recommendations where necessary to ensure consistent compensation practices apply within the municipality.
Manages the Short- and Long-term disability claims/leave of absences in conjunction with the Pension & Benefits Coordinator and benefit carriers.
Works with department representatives to develop work accommodations for employees requiring modified work and strategize suitable options for temporary coverage.
Provides assistance when required to employees in relation to the Employee Assistance Program.
Supporting and Building a Stronger Organization (40%)
Works collaboratively with the hiring managers to initiate requisitions, applicant screening, candidate shortlisting, and interview logistics and preparation.
Attends interviews with hiring managers for all permanent positions, and temporary roles as needed.
Manages and arranges the pre-employment testing process, checks candidate references, and advises on hiring recommendations to the hiring manager, including advising on and/or negotiating the employment offer, preparing the employment offer to be sent to the successful candidate, and provides guidance for initial onboarding.
In collaboration with the HR team, develops, maintains, coordinates and facilitates an effective and efficient onboarding and orientation process for new and promoted employees ensuring all pertinent information is received in an engaging and welcoming format.
Conducts six-week orientation reviews with new hires.
Provides advice and expertise to managers and supervisors regarding ongoing performance management, including annual performance reviews, and progressive discipline.
Facilitates the annual performance review process for the HRBP’s client group.
Proactively consults with managers and legal counsel on all involuntary terminations and sensitive departure situations.
Coordinates the logistics of involuntary and sensitive departures.
Conducts exit interviews with departing permanent staff.
Meets with client group managers quarterly to discuss absenteeism, OT and vacation reports, issues, trends, department structure, department business plan, department budget enhancements and recruitment initiatives.
Initiates, develops, coordinates and tracks a wide variety of Corporate training initiatives.
Provides customized advice and recommendations to department managers on training and development options to suite unique situations.
Participates in developing and delivering/facilitating training regarding Human Resources specific topics.
HR and Benefits Administration (10%)
Initiates, develops, participates in or provides support for ongoing process improvement, new HR initiatives, directives, and special projects.
Utilizes project management skills to lead HR-related project expectations, defines the work, estimates project schedules and costs, plans, leads the project team, monitors and reports project progress, controls the project and finalizes the project.
Assist with the development of the Human Resource Services Department business plan and provides human resource support and cooperation to other departments in their attainment of corporate goals and objectives.
Assists with the development and monitoring of the Human Resource Services Department annual budget.
Assists with the management of the benefits program including keeping up to date on current benefit issues/legislation, etc. to assure compliance with relevant legislation and procedural requirements, which includes Local Authorities Pension Plan. This includes activities such as contract negotiations, liaising with benefit broker, participating in vendor selection, and development of benefits package.
In conjunction with department management, advises on and administers employee changes. Activities include form creation, employment letter creation, and notifying other departments via employee change process.
Runs various employee reports for analyzing departmental or organizational employee trends.
Participates in the implementation of new HRIS modules.
Other Related Duties (10%)
Provide coverage to the other HR Business Partners as needed.
Provides coverage in an acting capacity in the absence of the HR Manager.
Collaborates with H&S Associate and Advisor on initiatives as they arise, i.e., WCB claims, training, onboarding etc.
Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management policies.
Requirements
Post-secondary degree specializing in or with significant course work in Human Resources Management.
CPHR or equivalent designation.
Equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
A minimum of 5 years of relevant and progressively responsible human resources experience, including providing professional consultation and support, advice and coaching in recruitment and onboarding, employee relations, performance management, employee development, job evaluation administration and job description development and compensation and benefits administration.
Additional experience in developing human resources related policies and procedures, and developing human resources related programs, as well as working within an Applicant Tracking System and an HRIS system.
Knowledge of and experience with applying Alberta’s Employment Standards Code, Human Rights Act, and Occupational Health and Safety legislation.
Understanding of legislation applicable to Alberta public employers, including the Municipal Government Act (MGA) and the Freedom of Information and the Protection of Privacy (POPA) is strongly preferred.
Strong interpersonal, relationship-building and communication skills with a proven ability to effectively influence others, while maintaining professionalism and a positive environment.
Ability to discuss information and internal client needs in an objective and professional manner, allowing for engagement and collaboration with a variety of internal stakeholders and employees.
Maintaining confidentiality when dealing with sensitive situations and/or information.
Strong organizational and time management skills, with the ability to set and manage among conflicting priorities while meeting deadlines.
Project management skills with the ability to motivate others towards achieving a common goal.
Ability to exercise and apply sound judgment, analyze and solve complex problems, take initiative, and make informed decisions.
Ability to work in a team environment and independently.
Proficiency when using the Microsoft suite of products (Word, Excel, PowerPoint)
