Are you passionate about creating a positive and supportive workplace culture? The City of Chesapeake is seeking a Senior Human Resources Generalist to join our Learning & Development (Training) and Employee Relations team.
What You’ll Do:
As a Senior Human Resources Generalist in Learning & Development (Training) and Employee Relations, you’ll lead the City’s talent development program, including planning, designing, and administering training programs to support employee development. In addition, you'll serve as a trusted partner to supervisors and managers across the City, promoting a positive, fair, and respectful workplace culture by assisting with resolution of workplace concerns, ensuring compliance with applicable laws and policies, and providing guidance to City staff.
Primary Responsibilities of the Human Resources (HR) Generalist:
Serve as a talent development subject matter expert by providing support, guidance, and advice on all training and development projects and programs.
Develop training curriculum and facilitate training sessions.
Support continuous organizational development efforts, including conducting research, compiling data, and making recommendations to the HR leadership team on new and/or enhanced learning and development content and strategies.
Implement initiatives to improve organizational effectiveness in a variety of areas including performance management, talent development, and cultural enhancement.
Manage the administration of the City’s talent development programs, including developing communication strategies, coordinating with internal departments and vendors to provide new training opportunities, and ensuring proper record-keeping through the Learning Management System.
Counsel and advise directors, managers, and general staff on complex employee relations matters, including advice on disciplinary actions; assist management with the development of performance improvement plans and take action to resolve employee conflict.

Requirements
VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor’s degree in human resources, management, business or public administration, or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and driving record in compliance with City Driving Standards.
EXPERIENCE REQUIREMENT: In addition to satisfying the education standards, this job classification requires a minimum of five years of related, professional, full-time equivalent experience.
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or citywide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
PREFERRED ATTRIBUTES:
- Extensive training facilitation experience.
- Employee relations experience.
- Local government experience.
- Supervisory experience.
- Experience using NeoGov Learn.
- CPTD, SHRM-CP, SHRM-SCP, PHR, and/or SPHR designations.
