Interested in connecting people with meaningful career opportunities? The HR Specialist for Recruiting plays an important role in shaping how talent joins and grows within the City of Champaign.
As the Human Resources Specialist for Recruiting, you will partner closely with hiring managers across the City to lead full-cycle recruitment efforts supporting more than 300 professional staff. You’ll serve as a trusted advisor by helping departments identify top talent, navigate hiring decisions, and ensure processes are fair, transparent, and compliant.
Expected duties include:
- Coordinating full-cycle recruitment processes in alignment with the City’s Hiring Administrative Policy
- Cultivating strong partnerships with hiring managers and employees to align recruiting strategies with City goals
- Providing guidance and expertise on recruitment processes, such as candidate sourcing, screening, and interviewing, to ensure compliance with City policies, bargaining unit agreements, and applicable laws and regulations
- Supporting the development and maintenance of job descriptions across a diverse range of positions
- Identifying opportunities to enhance the hiring processes and improve the overall candidate experience
Required Qualifications
- A bachelor’s degree or higher in Human Resources, Business Administration, Public Administration, Political Science, or a related field
- Experience with recruiting as a primary job function
- Any equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities.
- Strong customer service orientation
Preferred Qualifications
- PHR, SHRM, PSHRA or other related human resources certification
- Experience working in NEOGOV or other applicant tracking software (ATS)
- Experience in researching and implementing new tools, strategies, or procedures
- Experience interpreting and applying human resource policies
- Experience working in a public or municipal agency
Drug screening, and criminal background check will be required. The annual starting salary range is $76,312 - $86,874, DOQ, plus an excellent fringe benefits package. Applications, including a resume, must be submitted online no later than Sunday, April 12th, 2026.
