Who We Are:
Established in 2003 by a special act of the Florida legislature, Toho Water Authority (Toho) is the primary provider of water, wastewater and reuse water services in Osceola County and one of the larger utilities in the State of Florida. Toho currently serves over 150,000 customers, in a 342 square-mile area, including St Cloud, Kissimmee, Poinciana, and unincorporated areas of Osceola, Polk, and Orange Counties.  Toho was established for the sole purpose of providing regional stewardship over water resources in and around Osceola County.
Toho owns and operates 17 water plants and 9 water reclamation facilities. With a 550+ person workforce, Toho treats and distributes approximately 51.6 million gallons of potable water and reclaims 34.3 million gallons of wastewater each day. Position Overview:
The Human Resources Supervisor is a high-impact, people-centered leadership role that blends strategic vision with hands-on execution, with a primary focus on talent acquisition and workforce strategy. This position partners closely with leaders across the organization to design and deliver programs that attract exceptional talent, build strong candidate pipelines, and create a welcoming and engaging employee experience from recruitment through onboarding, fosters a culture where people feel valued, supported, and inspired to grow.
In this role, the HR Supervisor will lead and empower a team of HR professionals, ensuring day-to-day recruitment operations run seamlessly while driving forward strategic initiatives that strengthen Toho’s position as an employer of choice. This includes shaping recruitment strategies, elevating the candidate and hiring manager experience, and driving workforce planning efforts aligned with organizational goals.
While the core emphasis is on talent acquisition, this role also contributes to broader HR strategies, including employee engagement, total rewards alignment, workforce development, and regulatory compliance.
The ideal candidate is a strategic thinker with strong operational expertise and a people-first leadership style. They thrive in a collaborative environment, bring creative solutions to complex challenges, and set the tone for a high-performing, service-focused HR team. This is a working supervisor role reporting directly to the Director of Human Resources.
Essential Functions
1. Serves as a key point of leadership support, acting as backup to the HR Director and ensuring continuity of operations and service delivery.
2.Leads, develops, and empowers a team of HR professionals, fostering a collaborative, high-performance culture that prioritizes service excellence, innovation, and continuous growth.
3. Builds trusted partnerships with employees, leaders, and cross-functional teams, To strengthen workforce planning and organizational effectiveness.
4. Stays informed of employment laws and regulatory changes, ensuring organizational compliance and timely reporting, and advising leadership on emerging requirements.
5. Leads the development and execution of a comprehensive talent acquisition strategy that aligns with organizational priorities, strengthens pipelines, and supports succession planning.
6. Shapes and elevates Toho’s employer brand by cultivating community partnerships, enhancing candidate experiences, and representing the organization at recruitment events.
7. Oversees recruitment and selection processes—including sourcing, screening, interviews, and offers—to ensure equitable and efficient hiring practices.
8. Leverages workforce data and market insights to inform talent strategies, support onboarding initiatives, and align hiring decisions with operational needs.
9. Enhances onboarding processes to ensure new employees have a positive and engaging introduction to Toho’s culture and values.
10. Contributes to total rewards and employee programs to enhance attraction, retention, and engagement while supporting compliance with applicable laws and policies.
11. Maximizes the use of HRIS platforms and reporting tools to improve accuracy and efficiency.
12. Supports strategies and programs that shape the employee experience, fostering a culture where employees feel valued, supported, and empowered to grow.
13. Partners with leaders to promote proactive employee relations, coach performance management, and ensure fair, legally sound resolutions to workplace concerns.
14. Supports investigations and employee relations cases with professionalism, timeliness, and discretion.
15. Designs and delivers engagement initiatives that build leadership capabilities and support career progression.
16. Oversees the full employee lifecycle—from onboarding to offboarding—ensuring seamless processes and a positive employee experience at every stage.
17. Uses employee feedback, workforce analytics, and engagement insights to inform program enhancements and drive continuous improvement.
18. Collaborates across all HR functions to ensure strategic alignment between talent, total rewards, and employee services, advancing the organization’s mission and the Toho Promise.
19. Contributes to additional initiatives and responsibilities as needed to advance organizational objectives and HR strategic priorities.
Requirements
Any combination of education and experience demonstrating the candidate’s ability to perform successfully in this position will be considered.
MINIMUM QUALIFICATIONS:
1. Minimum of a high school diploma or GED issued from an approved GED Administrator.
2. A minimum of ten (10) years of increasingly responsible experience in human resources, including exposure to multiple functional areas such as talent acquisition, employee relations, total rewards, compliance, and workforce development.
3. Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR).
4. Must possess and maintain a valid State of Florida Class E Driver’s License
DESIRABLE QUALIFICATIONS:
1. Bachelors degree in Human Resources, Business Administration, Organization Development, or a closely related field.
2. Proven success designing or leading strategic HR initiatives in areas such as workforce planning, talent strategy, total rewards, or employee engagement.
3. Experience working in the public sector or a utility or service-focused organization.
4. Advanced skills in data analysis, workforce reporting, and process improvement.
5. Experience in change management and organizational transformation, including process improvement and the successful rollout of new programs, systems, or structures.
6. A strong record of building partnerships and influencing stakeholders at all levels to drive alignment with organizational priorities and culture.
