Description
The City of Los Banos is seeking a strategic and experienced Human Resources Director to serve as a member of the City’s executive leadership team. This at-will, exempt position reports directly to the City Manager and provides Citywide leadership over human resources, payroll, risk management, and workforce development functions.
The Human Resources Director serves as a trusted advisor to the City Manager, City Council, and City Attorney on complex personnel, labor relations, organizational effectiveness, and risk management matters. A key focus of this role is leading a comprehensive workforce training and employee development program that supports leadership development, succession planning, regulatory compliance, safety, and continuous improvement across the organization.
Responsibilities include executive oversight of labor negotiations and administration of memoranda of understanding; recruitment, classification and compensation, employee relations, benefits administration, CalPERS, and payroll; development and interpretation of personnel policies; direction of workers’ compensation, liability claims, and Citywide safety programs; and preparation and administration of the department budget. The Director also assesses training needs, develops Citywide training initiatives, and fosters a culture of accountability, learning, and professional growth.
The ideal candidate will demonstrate strong executive leadership, sound judgment, and political acumen, with the ability to build effective relationships with elected officials, executive leadership, employees, and labor representatives. The position represents the City at City Council meetings, labor negotiations, and professional and interagency forums.
Requirements
Minimum Qualifications
Bachelor’s degree in Public Administration, Human Resources, Business Administration, or a related field
Five (5) years of progressively responsible human resources management experience, including three (3) years at a senior management or executive level
Valid California Class C driver’s license
Desired Qualifications
Master’s degree in a related field
