Job Summary
The Project Controls Manager is responsible for leading and integrating all project controls functions-including cost engineering, estimating, cost control, forecasting, planning and scheduling, change management, and risk management-for large, complex projects delivered under an EPCM execution model.
The role provides authoritative leadership, governance, and decision support to ensure predictable cost and schedule outcomes, robust risk management, and transparent performance reporting. The position requires deep technical expertise, strong commercial judgment, and the ability to communicate clearly and credibly with senior leadership and clients in both English and Spanish.
Major Responsibilities
Project Controls Leadership
- Lead and manage all project controls activities for large, complex projects, including cost engineering, estimating, cost control, forecasting, planning and scheduling, and risk management.
- Establish and maintain an integrated project controls framework aligned with the Project Execution Plan and EPCM governance requirements.
- Provide leadership, oversight, training, and mentoring to project controls personnel to ensure consistent application of procedures, tools, and standards.
Cost Management & Forecasting
- Develop, review, and maintain project cost estimates, control budgets, and forecasts, ensuring alignment with approved scope, execution strategy, and contracting approach.
- Review and approve project financial reports, cost trends, cash flow forecasts, earned value metrics, and working capital assessments.
- Identify cost risks and opportunities early, quantify impacts, and support timely management decisions.
Planning & Scheduling
- Oversee development and maintenance of integrated project schedules, ensuring alignment between engineering, procurement, construction, and commissioning activities.
- Ensure schedules are logically structured, coded by WBS, and suitable for progress measurement, forecasting, and performance analysis.
- Support development of recovery plans and scenario analyses when deviations from baseline occur.
Risk Management & Integration
- Lead development and maintenance of the Project Risk Management Plan, risk registers, metrics, and reporting.
- Oversee risk identification, qualitative and quantitative risk analysis, and mitigation planning.
- Ensure risk management is fully integrated with cost control, forecasting, change management, and schedule management processes.
- Provide oversight, training, and mentoring to Project Risk Coordinators and Specialists.
Change Management & Commercial Support
- Ensure robust change management processes are implemented and fully integrated with cost and schedule control systems.
- Review prime contract and subcontract drafts to confirm adequacy of scope definition, risk allocation, and project controls requirements.
- Coordinate development of data and analysis required for commercial negotiations, claims, and dispute resolution, as required.
- Evaluate and present commercial impacts associated with cost and schedule changes to senior management and clients.
Reporting & Stakeholder Communication
- Prepare and present clear, accurate, and timely project controls reports to project leadership and clients.
- Translate complex cost, schedule, and risk data into decision-ready insights.
- Serve as a trusted advisor to the Project Manager and senior leadership on project performance, outlook, and risk exposure.
Education and Experience Requirements
• Bachelor's or Master's degree (or international equivalent) in Engineering, Construction Management, Business, or a related discipline.
• Minimum 15+ years of relevant project controls experience, or 19+ years of applicable professional experience.
• Demonstrated experience supporting large, complex industrial or mining projects, preferably under EPC or EPCM delivery models.
Required Knowledge and Skills
• Extensive expertise in cost engineering, estimating, cost control, forecasting, and planning & scheduling, in both home-office and site environments.
• Proven ability to lead, supervise, and develop multi-discipline project controls teams, including performance management.
• Strong capability in problem identification, analysis, and resolution, supporting informed and timely decision-making.
• Experience translating prime contract requirements into effective project controls systems, reporting protocols, and subcontract scopes.
• Strong understanding of engineering, procurement, construction, and commissioning processes, and how they integrate within an EPCM framework.
• High level of commercial awareness and ability to evaluate and present cost and schedule impacts clearly and credibly.
• Ability to prepare, review, and present project controls reports, forecasts, and risk information in both languages.
• Ability to lead bilingual meetings and workshops with project teams, contractors, and clients, and to communicate complex cost, schedule, and risk matters clearly in English and Spanish.
Preferred Experience
• Experience delivering large mining, minerals processing, or industrial infrastructure projects, including process plants and utilities.
• Experience supporting projects from study / DFS phases through execution.
• Familiarity with industry-standard project controls tools and systems.
• Exposure to fully integrated EPC projects is an advantage.
