- Safety & Emergency Management Program Director
Description
Reporting to the Deputy Director, the Safety and Emergency Management Program Director (SEMPD) is the lead authority to establish, develop and implement the Washington Department of Fish and Wildlife’s (WDFW) safety and health programs to ensure the safety and health of all employees, volunteers, visitors, and contractors and to meet and exceed the requirements set forth by the Department of Labor and Industries (LNI) in pursuit of acquiring ISO 45001 global standards.
The SEMPD is an occupational health and safety expert who actively manages WDFW’s team of safety professionals and engages and involves leaders and employees at all levels of the organization to drive a safety-based culture characterized by teamwork, commitment, compliance, and accountability. The position serves as WDFW’s primary State Agency Liaison (SAL) for emergency management issues. In an agency emergency, the position may serve as Incident Commander (IC) or Emergency Operations Center (EOC) Incident Manager of the agency's Incident Management Team (IMT). The position will set and oversee agency physical security needs and operational installations.
Requirements
Required Education, Experience, and Competencies.
- Bachelor’s degree in occupational, health & safety or a related field. Six (6) years of directly applicable work experience may be substituted for a formal degree.
- Three to five (3-5) years of practical experience developing and/or applying safety management to field operations, including programs and procedures.
- Working knowledge of risk management processes (e.g., risk matrices, risk assessment, controls evaluation, risk treatment/mitigation), risk registers, and JHAs.
- Proven experience providing safety support working at various levels of an organization.
- Demonstrated experience in leading cultural change across an organization; experienced in leveraging multiple approaches to helping people adopt and implement sustained change.
- Demonstrated experience in leading continuous improvement activities and programs, leveraging processes, tools, and best practices.
- Excellent "soft skills" in communicating effectively with all levels of the organization.
- Budget development and cost management experience required.
- Strategic planning and project management experience required.
- Management / Senior Leadership experience required.
- Proficient in Microsoft Office (Word, Excel, Power Point, Outlook, etc.).
Preferred/Desired Education, Experience, and Competencies.
- Bachelor's degree with major study in Occupational Safety, Public Safety, Emergency Management, Public Administration or equivalent.
- Post education certifications such as CSP, CIH or CHMM.
