Department of Finance programs include Controller operations (AP, AR, Timekeeping & Payroll, General & Grants Accounting); Fiscal Management (debt management, investing, cash management, and revenue and economic forecasting); Treasury (tax billing and collection, and cashiering); and Risk Management (self- and commercial insurance, claims administration, and safety). These programs, including department-wide experts in information technology, human resources, contracting, and budgeting, are managed by a team of professionals with a depth of government experience and with industry expertise developed while working for Fortune 500 companies, bond rating agencies, investment banking, insurance, public accounting, and financial and systems consulting.
WHO WE ARE LOOKING FOR
The Department of Finance, Division of the Controller, is recruiting for a Program Manager II, Senior Financial Reporting Specialist, as part of their mission to prudently manage financial operations, recommend and implement sound fiscal policies, safeguard public assets, and encourage a safe environment on public property. The incumbent acts as a liaison to County department Subject Matter Experts (SMEs) in coordinating research into, and resolution of, complex accounting and finance-related issues. The incumbent must understand Government Accounting Standards Board (GASB) accounting
standards and other requirements related to governmental, enterprise, special revenue, internal service, and fiduciary funds, and County grants, capital projects, retiree pension payroll, and fixed assets; Federal OMB cost principles; and the budgeting and accounting procedures for capital projects with grant and/or debt funding sources. The incumbent is expected to be highly proficient in using ERP accounting systems and other current technology.
What You’ll Be Doing
Duties may include, but are not limited to:
- Preparing analyses of statements and reports and making recommendations regarding the analyses;
- Preparing financial statements, supporting schedules, and disclosures for the Annual Comprehensive Financial Report(ACFR);
- Leading special projects and meetings specific to the County’s financial reporting program;
- Conducting research using a variety of databases, applications, and resources; Documenting processes, policies, and procedures; and other duties as assigned.
A criminal background and credit history check will be conducted on the selected candidate before appointment, and will be a significant factor in the hiring decision.
The selected candidate will be required to successfully pass a Medical History Review before appointment.

- Preference for interviews will be given to applicants with experience in the following:
- Financial statement and reporting package preparation and presentation
- A history of successfully leading special projects such as the implementation of a new ERP system and/or significant newaccounting standard
- Using integrated accounting systems
- Meeting deadlines
- Holding an active Certified Public Accountant (CPA) license
- Communicating complex accounting issues to non-financial colleagues
