ABOUT THIS JOB
The Water Plant Supervisor position at the City of Tucson’s Water Department oversees the daily operations of the Potable, Reclaimed, and Advanced Oxidation Process (AOP) Water Treatment Facilities. This role is responsible for leading, inspiring, and training Water System Operators (WSOs) to successfully operate the SCADA control system, ensuring safe delivery of water to our customers. The Water Plant Supervisor works closely with internal and external personnel and is essential for providing feedback on project designs, project work schedules, operational strategies, and system needs.
This position reports to the Water Administrator. This position exercises supervision over Water System Operator Trainees and Water System Operators.
Essential duties include but are not limited to:
Oversees the daily SCADA & plant operations of the Potable, Reclaimed, and Advanced Oxidation Process (AOP) Plants that include daily flow assignments of the Central Avra Valley, South Avra Valley, South Houghton, and Sweetwater Recharge Projects. Analyzes SCADA data, EAM (Hexagon), and other records to improve the operational efficiencies, 10 MGD AOP Plant, 30 MGD Reclaimed Plant, 50+ reservoirs, 150+ wells, 100+ boosters, and 100+ different pressure zones. Assesses the SCADA HMI and database to identify and make recommendations that improve SCADA system efficiencies. Coordinates with state and local water agencies to honor Inter-Government Agreements to schedule planned water outages. Work with Pima County to ensure delivery of recycled water to the Sweetwater Plant. Reviews and approves short-term pipeline isolations and makes recommendations to avoid water outages for customers.
Manages the shift schedule of Water System Operators to provide 24-hour coverage, 365 days a year. Assigns daily, weekly, and quarterly tasks using EAM software and analyzes workflow data to ensure optimal staff production. Develop training materials to guide new hires and strengthen the skills of Water System Operators. Approves daily timekeeping and reviews, approves leave requests. Creates and maintains relevant Standard Operating Procedures (SOPs) for daily tasks. Creates and maintains relevant Standard Operating Procedures (SOPs) for daily tasks. Schedules annual respirator fit testing and all safety training(s) and promotes safe work strategies that comply with federal and state health and safety guidelines. Investigates employee workplace accidents, completes required reports, and transports employees for random urinalysis as needed. Promote and support employee professional development.
Reviews project proposals and constructs a master schedule to accommodate condition assessment to reservoirs, hydro-tanks & wells, SCADA upgrades, booster site upgrades, transmission-main outages, WQ sampling, well drilling, and static level testing without causing water service interruptions to the customer base.
Collaborates with all divisions within the Tucson Water Department to create SOP’s that comply with the City of Tucson, ADEQ, and EPA regulations.
Utilize email, MS Office, and all available technology sources to communicate with internal and external staff.
Performs other duties as assigned. All duties and responsibilities listed are subject to change.
Working Conditions:
Office and outdoor working environments equally. Ability to safely work outdoors in extreme weather conditions to include heat and cold weather. Ability to lift heavy objects, walk, bend and crawl regularly. This position will be expected to operate a city vehicle. May be required to work on call/stand by shifts to include nights and weekends.
Requirements
MINIMUM QUALIFICATIONS
Education: Associate degree
Experience: Four (4) years of relevant experience
Driving Requirement: Valid and unrestricted Arizona Class D Driver’s License
Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.
PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
1. One (1) year of supervisory experience in water or related industry
2. Eight (8) years of experience in the water industry or related field, of which four (4) years are directly with SCADA
3. Excellent computer skills in MS Office, Power BI, CMMS and mapping programs
4. Advanced Leadership Training
Required at the time of application:
1. Must possess a valid Arizona Department of Environmental Quality Water Distribution (ADEQ) Grade 3 certification at the time of application or equivalent out-of-state water certification
2. Must possess a valid Arizona Department of Environmental Quality (ADEQ) Water Treatment Grade 3 certification at time of application or equivalent out-of-state water certification.
Required within 12 months of hire and must maintain while employed in this classification:
1. Arizona Department of Environmental Quality Water Distribution Grade 4 and Water Treatment Grade 4 certification within 12 months of hire
2. Arizona Department of Environmental Quality Advanced Water Treatment Certification within 12 months of hire
3. HAZWOPER Certification within 12 months of hire
4. Resource Conservation & Recovery Act Certification within 12 months of hire
DOT Hazardous Waste certification within 12 months of hire
