Position Summary

Director of Compensation and HR Data Analytics

Reporting to the Associate Vice President & Chief Human Resources Officer, the Director of Compensation and HR Data Analytics provides leadership for the Classification & Compensation and HR Data Analytics Center of Expertise (COEs) in University Human Resources ( UHR ). This position provides strategic guidance to the university’s compensation strategies (including compensation studies), pay equity, data integrity, data use, and HR reporting systems and is responsible for identifying, implementing and administering practices that help the university achieve its strategic objectives by developing integrated HR compensation and data practices.

This position requires strong analysis, collaboration and communication skills, and the ability to influence and develop productive partnerships and create innovative solutions within various regulatory and compliance parameters. The incumbent will take appropriate actions to support a diverse workforce, and will participate in the university’s efforts to create a respectful, inclusive, and welcoming environment.

This position makes decisions regarding university-wide compensation strategies including classification systems and compensation studies, revisions and changes in the classification and compensation systems, and the use of human resources data to inform those decisions. In addition, this position will work with Employee and Labor Relations regarding interpretation and then implement compensation models negotiated through the collective bargaining process. The Director is responsible for decisions related to the direction and development of HR data design, integrity, analysis and reporting functions, analyzes proposed policy changes, benefits and information system changes and recommends the most effective way to implement to senior leadership.

Position Duties

35% – Classification and Compensation:
Provide strategic direction for and management of OSU’s employee compensation and classification programs. Ensure program compliance with applicable rules, laws, policies and procedures, and collective bargaining agreements. Develop and implement compensation policies and procedures including classification, market benchmarking, and compensation studies. Represent OSU on the Oregon Public Universities Classification and Compensation Team. Work with other Oregon Public University ( OPU ) institutions in providing classification modification and development. Collaborate with university stakeholders in developing compensation strategies, structures and programs to better attract, develop and retain talented faculty and staff. Champion and progress pay equity across the university in partnership with Equal Opportunity & Access, Office of Institutional Diversity and other stakeholder groups, providing analysis and consultation and ensuring compliance with federal and state law.

35% – HR Data, Analytics, and Reporting:

Provide strategic direction for and management of OSU’s HR data and reporting. Lead HR data and data analytics strategies and operational processes to support ERP implementation, ensuring operational rigor, accurate and timely data management and processes, and effective project management. Collaborate with Division of Finance and Administration IT and University IT on data integration, system integration, and system implementation projects. Partner with HR Strategic Partners, COE Leaders and key stakeholders to identify and understand HR data and reporting needs, create requirements and recommend solutions to plan and prioritize implementation. Serve as university Data Steward for employee data. Research and resolve HR data integrity problems and unexpected results or process flow, recommending solutions or alternate methods to meet requirements. Develop audit and control processes related to labor law, data protection, record keeping and reporting.

15% – HR Leadership:
Serve as a member of the HR Leadership team. Participate in the development of human resource and talent management programs, policies, and rules. Advise, coordinate, and interpret federal and state laws governing HR functions. In collaboration with other HR Directors, facilitate relevant HR operational meetings between the HR Centers of Expertise and the HR Service Center; track projects and report on status as requested. Evaluate and recommend changes to assigned HR area functions, process, and procedures for the University. Analyze issues and information regarding the impact of proposed policy on existing HR services. Represent the Office of Human Resources on committees, task forces, and transition teams. Perform special assignments as assigned by the Chief Human Resources Officer.

15% – Supervision:
Provide direct supervision of consultants and specialists within the Classification & Compensation and HRIS teams. Provide effective team leadership; plan, assign, and review work. Determine training needs and recommend appropriate training; evaluate performance; initiate disciplinary actions; reward employee performance.

Minimum/Required Qualifications
  • Bachelor’s Degree.
  • 3 years of experience in supervisory role.
  • 5 years of demonstrated progressively responsible experience in compensation administration and analysis, including performing compensation studies (including market benchmarking and positioning), conducting pay analyses, and developing, implementing, and administering pay structures.
  • Experience compiling compensation data using HRIS systems and compensation reports to inform and advise senior leadership on matters of equity, market trends, cost of living and other compensation matters.
  • Experience with the theories, principles, practices and procedures of human resource management and compensation, including interpretation of applicable laws, rules, and regulations
  • Experience using software applications to extract, compile and display data from electronic databases and files; experience analyzing raw data using data mining methodologies and software to provide recommendations to management.
  • A demonstrable commitment to promoting and enhancing diversity.

Preferred (Special) Qualifications
  • Master’s degree in HR, Business Administration or other relevant field.
  • 10 years of progressively responsible experience in the area of compensation.
  • Experience in determining appropriate position classification and implementing compensation requirements in a unionized environment.
  • Track record of success in leading process improvement and change management projects associated with compensation administration.
  • Experience in higher education.
  • Understanding and experience with the Oregon Equal Pay Act ( OEPA ).
  • Certified Compensation Professional ( CCP ) certification.
  • Professional human resources certification ( PHR , SPHR , SHRM -CP, SHRM - SCP ).

Under normal conditions, this position works within an office environment and may be expected to work after hours to complete projects or meet deadlines.

Starting salary within the salary range will be commensurate with skills, education, and experience.

Professional Faculty positions will receive 15 hours of vacation leave and eight hours of sick leave each month (prorated based on FTE ). Employees receive nine paid holidays and one floating holiday each year.
