Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness

The coordinator, under the direction of the manager, oversees many of the daily operations of the Human Resources Department, coordinating efforts across all departments, with vision and strategy. The coordinator is responsible for supporting and implementing human resource plans and processes to support the successful growth and operation of the organization.  Support includes the recruitment and retention of critical talent, continuous performance coaching and management, proactive issue/problem identification and resolution, and coaching and development for more effective leadership decisions and communication skills. Build credible relationships with the management team allowing for better decisions and organizational effectiveness. Involved in solving complex HR-related issues. Work independently with minimal guidance. May act as a resource for colleagues with less experience. 

Essential Job Functions

  • This position will mainly focus on employee investigations and employee relations.
  • Oversee Human Resources programs including staffing, onboarding, recruitment, merit and performance management programs and all other HR initiatives.
  • Manage the employment life cycle of staff, including initial assessments, interviews, job offers, on-boarding, new hire orientation, talent assessment, promotions and exit interviews.
  • Develop a comprehensive recruitment strategy that includes use of social media, job postings, job boards, Internet, community job fairs, and other contemporary recruitment methods.
  • Partner in the development and facilitation of training programs, including but not limited to harassment, coaching, performance evaluation, and safety
  • Conduct Employee Relations investigations and recommend solutions.
  • Track trends to identify and address specific HR training and development topics.
  • Partner in regular meetings with Human Resource staff to exchange information and provide ongoing support and problem resolution.
  • Provide guidance to management and employees on human resources issues, employment law, and develop new programs and initiatives to meet management needs.
  • Anticipate and plan for long-term human resource needs and trends in partnership with business management.
  • Handle workers compensation, first report of injury database and safety regulations process.
  • Coordinate the administration of all Leave of Absence programs and processes including transitional work and accommodations.
  • Conduct open enrollment and other benefits related programs as needed.
  • Conduct employee and supervisor training including benefits, policies and procedures and prevention of harassment and discrimination.
  • Ensure timely and accurate entries to the HRIS database.
  • Perform audit and compliance functions as requested on items such as audit reports verification, commission reports and payroll information.
  • Maintain employee records in compliance with state and federal requirements.
  • Ensure legal compliance with all applicable federal, state and local law.
  • All other duties as requested.


Requirements

Knowledge, Skills & Abilities

  • Advanced knowledge in Microsoft Office.
  • Excellent organization, analytical, written and oral communications skills.
  • Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgement.
  • Ability to think creatively and strategically to solve complex problems.
  • Must be a confident self-starter who can develop effective business relationships, both internally and externally.

Training & Experience

  • Any combination of extensive and applicable work experience and educational credentials performing the essential job functions successfully. 

COVID-19 Vaccines

  • Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.  
  • Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
