Description

Our champion employees are a driving factor for making Sugar Land "One of America's Best". The Human Resources Department has an opening for a Human Resources Business Partner (HRBP).

The successful individual will provide proactive Human Resources support to departments across the City and provide specialist knowledge of HR functions. The HRBP will serve as the staff's first point of contact and provide day-to-day guidance to front line managers, directors and other supervisory employees to include talent acquisition, coaching and counseling, training and development, employee relations, compensation, benefits and retirement. The HRBP will also be responsible for managing complex employee relations issues and effective communication between Human Resources and City departments. 

  • Counsel and coach employees, supervisors, managers, and directors regarding personnel related issues, laws, policies and other core HR functions.
  • Consult with managers and supervisors regarding interpretation and administration of Human Resources policies, programs, procedures and compliance with applicable state/federal statutes and regulations.
  • Manage the administration of direct compensation for all employees including position changes, performance management and special pays. Administration includes ensuring the processing, recording of compensation related actions based on city policies.
  • Maintain in-depth current knowledge of federal and state regulations to ensure compliance. Review and benchmark the internal and external environment to improve the HR processes and initiatives to enhance overall business performance and capabilities.
  • Recommend recruitment strategies; recruit applicants both internally and externally, as appropriate, screen applications; Administer required tests and work closely with Directors to coordinate and complete the hiring process.
  • Negotiate and monitor contracts with outside agencies and vendors that provide services such as training, assessment, safety programs and other HR functions.
  • Communicate with employees regarding group benefit plans, as well as workers compensation; Assist employees with annual open enrollment and benefit-related issues such as medical and dental issues, short-term disability and long-term disability claims, workers compensation claims, life insurance claims and retirement.
  • Assist with coordinating and conducting employee training and development initiatives, including conducting research, developing presentations and materials, and organizing and/or conducting training programs on various topics to customers (e.g. benefits, sexual harassment, HIPAA compliance, supervisory training, multiculturalism, leadership development, etc.).
  • Ability to exercise independent judgment and perform assignments consistent with the policies of the City. 
  • Perform other job-related duties as requested by the Director or the Assistant Director of Human Resources.


Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Public Management or related field from an accredited school or university.
  • Three years exempt-level experience in human resources management, with a working knowledge of the functional areas of Human Resources including, but not limited to employment law, compensation, employee benefits, recruitment, organizational planning, HRIS, employee relations, and training/development. 
  • Additional relevant work experience resulting in acceptable proficiency levels in the above knowledge; skills and experience may be substituted in lieu of specific education and exempt-level experience requirements. Likewise, advanced education beyond a Bachelor's degree may be substituted for some of the experience requirement.
  • Valid Class "C" Texas Driver License 

Preferred:

  • PHR/SPHR, SHRM-CP or SCP or IPMA-CP/IPMA-CS Certification 
  • Completion of a state-approved Mediation training course or certification 
  • Municipal experience
