JOB GOAL
Manages the County Road Department; plans, organizes, directs, and coordinates the activities of professional, supervisory, administrative support, and semiskilled and skilled employees involved in the administration, planning, maintenance, design, and construction of county roads, drainage, and right of ways.
To provide engineering assistance and advice to the Commissioners Court and other county departments. Manage the review of all construction plans in the county for compliance with Angelina County Rules and Regulations, in accordance with State law. Develop and maintain relationships with numerous counties and State agencies. Perform functions as necessary with committees and boards. Manage the design and construction of public projects—review county subdivision plats. Periodically review and recommend updates/new items to Orders approved or proposed by the Commissioners Court.
Requirements
QUALIFICATIONS
Applicants must meet the minimum qualifications required by the Texas Department of Transportation (TXDOT) for its district engineers. A copy of TXDOT’s District Engineer Job Description, including required qualifications, is attached to this Job Description as Exhibit “A” and incorporated by reference. Additional qualifications required by Angelina County are listed below.
TRAINING/EXPERIENCE
A job-related bachelor’s degree in engineering, such as Civil or Construction Engineering.
State of Texas licensed professional engineer (PE).
Safety Impact Certificate or the ability to obtain.
Five or more years of professional engineering experience in planning, construction, and maintenance of roads/highways/streets, with an extensive background in road drainage systems, people management, budgeting, and public relations.
Possession of a valid Texas driver's license.
Must maintain a current PE license with Continuing Education Credits.
DEMONSTRATED SKILLS AND ABILITIES
Knowledge of a wide range of medium and heavy equipment construction techniques in county or municipal operations. Knowledge of both state and federal OSHA standards is beneficial, as is a working knowledge of AutoCAD and ARC Map.
Ability to develop and monitor the annual budget for the Road Department.
Ability to estimate construction and maintenance costs related to engineering projects and road improvements.
WORK REQUIREMENTS
Work is performed both in an office setting and outside. An outdoor work environment may involve exposure to extreme temperatures, adverse weather conditions, moving machinery, noise, dust, vibrations, and fumes.
PHYSICAL REQUIREMENTS:
Must be able to sit, stand, and walk.
Must be able to walk on uneven or unstable ground, such as construction sites.
Must be able to perform moderate lifting (50 lb.), if necessary.
SAFETY TRAINING REQUIREMENTS:
First Aid/CPR, Bloodborne Pathogens, Fire Extinguisher Use and Operation.
PERFORMANCE RESPONSIBILITIES
The county engineer will be responsible to the Angelina County Commissioners Court for the efficient and economical construction and maintenance of all county construction-related projects and improvements within Angelina County, Texas. The county engineer/road engineer, in this regard, shall have all of the powers and duties specified in Section 252.309 of the Texas Transportation Code. A copy of this statute is attached to this Job Description as Exhibit “B” and incorporated by reference.
The Angelina County Commissioners Court may require additional responsibilities and duties related to engineering design and construction.
PUBLIC RELATIONS
Establishes a positive public relations image of the County through:
The effective handling of incoming telephone calls.
personal contact with other employees, citizens, and elected officials; and
assisting with the highest quality to County citizens.
PROFESSIONAL
1) Plans, organizes, directs, and coordinates administrative, maintenance, design, construction, and special projects for the county.
2) Develops and implements approved 5year construction program and annual county budgets; ensures effective, efficient utilization of various budget funds such as state and federal monies available for specific applications; prepares and submits reports to the Commissioners Court documenting project status, progress, and goal achievement.
DEPARTMENTAL
1) Coordinates County Engineer functions with other county departments; develops department goals and objectives, policies and procedures, methods and standards, and improvements to enhance effectiveness and efficiency.
2) Conducts staff meetings with immediate subordinates, guides and coordinates the development of project plans, and provides direction in the implementation and communication of personnel decisions.
3) Identify, create, and maintain a road management system. Continue to improve the work order process.
4) Meets with the Commissioners Court, discusses issues such as engineering projects, and recommends alternative solutions to problems; provides feedback to the Court and the public on such issues as relevant state and federal legislation that impact county road projects.
5) Recommends an annual departmental budget to the Court; administers the approved budget and monitors actual expense vs. budget.
6) Continue and improve the equipment preventive maintenance system.
7)Implement mandatory training for all Foremen for safety, inspection, and road construction best practices.
MANAGERIAL
1) Delegates responsibility and directs subordinate staff in areas such as: Supervises and directs the County Road Superintendent. Conducting periodic inspections of roads, bridges, access ways, and drainage structures/areas to ensure proper maintenance, timely repair, and replacement as needed.
Oversee the construction, maintenance, and repair of roads, bridges, and right-of-ways; scheduling projects such as resurfacing, patching, reconstruction, modification, replacement, and repair. Responsible for the purchase of all road materials, which have to be purchased from an approved vendor.
Developing specifications for and recommending the purchase of equipment and materials as approved by the Commissioners Court; ensuring that purchases such as parts, equipment repairs, and materials are in the county's best interest.
Ensuring the erection, replacement, and repair of road signs. Ensuring the maintenance, repair, and overhauling of equipment, trucks, and related machinery.
Directing the maintenance and grading of drainage facilities located within the county right-of-way.
2) Implements human resources policies and practices to attract, retain, and motivate staff. Responsible for all road maintenance personnel functions, including hiring, discipline, and termination. Complete performance evaluations for all personnel each year.
3) When required, acts as project inspector.
4) Inspect the impact of utility relocation projects in the county road ROW.
5) Construction and project management.
6) Represents the county and coordinates with city, state, and federal agencies.
