Our Human Resources Manager opening is a full-time, on-site role based in Marina, CA on the Monterey Peninsula. As HR Manager, you will know California certified payroll and prevailing wage compliance inside and out, and lead with heart! You will manage end-to-end payroll processing, timecard review, prevailing wage compliance, and accurate wage and benefit calculations for a construction workforce at Scudder Roofing & Scudder Solar. You'll need at least 6 years of HR experience, fluency in English and Spanish, and hands-on experience with certified payroll and prevailing wage work.
Day-to-day responsibilities include administering employee benefits, maintaining HR records, overseeing onboarding and off-boarding, and supporting employee relations with a strong focus on fairness and compliance. The HR & Payroll Manager develops, implements, and updates HR policies and procedures, ensures adherence to federal, state, and local labor regulations, and coordinates with management on performance reviews and corrective actions. This role also provides bilingual support (English/Spanish) for employees, communicates company policies and programs clearly, and contributes to a positive, safety-conscious workplace culture.

Requirements & Qualifications
6+ years of HR experience with certified payroll and benefits expertise
Demonstrated experience in Human Resources (HR) and HR Management, preferably in construction or a related industry.
Knowledge of Employee Benefits administration, including health, retirement, and leave programs.
Experience managing Employee Relations, with the ability to handle confidential issues, resolve conflicts, and support a respectful work environment.
Strong understanding of HR Policies and compliance requirements, including wage and hour laws, prevailing wage, and workplace safety standards.
Proven payroll management experience, including prevailing wage calculations and multi-state or union payroll (construction payroll experience strongly preferred).
Bilingual in English and Spanish, with the ability to communicate policies, procedures, and training materials to a diverse workforce.
Excellent organizational skills, attention to detail, and proficiency with HRIS and payroll software (e.g., QuickBooks, ADP, or similar systems).
Strong written and verbal communication skills and the ability to collaborate effectively with field and office teams.
Bachelor’s Degree in HR, business, or equivalent experience
