Position Summary

The Construction Manager provides on-site construction oversight and contract administration support for projects, ensuring compliance with contract documents, applicable regulations, and quality standards. This role serves as a key liaison between the Contracting Officer (CO), project stakeholders, and the Construction Contractor. This is a 100% onsite role performed onsite at Carlsbad Caverns National Park.

The primary project will replace the existing water distribution system with approximately 4,000 linear feet of 8-inch, 6-inch, 4-inch, 2-inch and ¾-inch HDPE water mains, service lines, master meter vault, and appurtenances serving the park's historic Housing and Administrative offices and comfort station. Work includes soil borings to identify any karst voids in the project area, extensive rock trenching, hardscape replacement, and revegetation. In addition project work also includes the following companion projects:

Replacement and relocation of an existing comfort station lift station, integrated controls, 175 feet of electrical conduit, and approximately 330 feet of associated sewer lines plus manholes. Replacement and relocation of a single 8-inch C900 water transmission main approximately 830 feet long, associated fittings, valves, and drain assembly.

Essential Duties and Responsibilities

Obtain Contracting Officer (CO) approval before releasing information externally.Notify CO promptly of issues, risks, or field conflicts.Coordinate with project stakeholders including NPS staff, contractors, and consultants.Draft and manage project correspondence for CO review.Document disputes, issues, and contractor performance concerns.Participate in meetings and conference calls as required.Provide reports, findings, and recommendations to the CO.Upload project documentation within required timelines and maintain compliance with data handling requirements (including PII restrictions).Organize, attend, and facilitate project meetings, including weekly progress meetings.Chair meetings between project stakeholders and the contractor (except pre-construction conference).Prepare and distribute detailed meeting minutes.Attend contractor-led safety meetings.Review and process contractor submittals for compliance and completeness.Monitor and track all submittals through project completion.Review project schedules and provide schedule analysis documentation.Verify certified payroll compliance and conduct labor interviews.Review monthly payment applications and supporting documentation.Manage Requests for Information (RFIs), including tracking and drafting responses.Review daily quality control reports and contractor documentation.Evaluate Operation & Maintenance manuals, warranties, and closeout documents.Develop scopes of work for contract modifications.Prepare detailed Government cost estimates (labor, materials, equipment).Evaluate contractor proposals, claims, and change requests.Prepare cost analyses and negotiation documentation.Assist in negotiation processes and prepare supporting records.Perform daily on-site inspections to ensure:Compliance with contract documentsAdherence to applicable codes and regulationsQuality workmanship and progressPrepare and distribute daily reports with photographic documentation.Monitor contractor safety compliance and Accident Prevention Plans (APP).Conduct quantity surveys and verify work completed.Maintain photographic records of construction progress.Verify accuracy of project record drawings.Conduct substantial completion inspections and develop deficiency lists with cost estimates.Coordinate inspections with architects, engineers, code officials, and safety personnel.Ensure inspections are completed efficiently and documented properly.Utilize NPS-provided project management software to:Manage communication and documentationTrack RFIs, submittals, and project issuesMaintain project directory and correspondence logsUpload and manage drawings, specifications, and reportsTrack tasks, reminders, and project progressFacilitate collaboration among stakeholdersTimely submission of all reports, reviews, evaluations, and documentation (typically within one week unless otherwise directed).Accurate and complete project records maintained throughout the project lifecycle.

Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.

This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.

Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
