Halifax Public Libraries is seeking a full-time, permanent Human Resources Generalist to join our People & Culture team located at Alderney Gate Public Library

The People & Culture Team works closely with all employees and teams across the organization delivering multiple programs and services: HR Services (including payroll); Learning & Development; Wellness, Health & Safety; and Employee and Labour Relations.

Under the direction of the Senior HR Partner, the HR Generalist is focused primarily on full-cycle recruitment and supporting HR related projects and will provide valued guidance, service and support to managers and employees. 

  • Coordinates full-cycle recruitment, including: 
    • manages competitions in the applicant tracking system 
    • advertises positions; 
    • recommends recruitment strategies; 
    • screens applications
    • organizes interviews 
    • processes Criminal Record Checks and Vulnerable Sector Search
    • collaborates with and supports hiring managers through the process
  • In consultation with Senior HR Partners and hiring managers, develops job testing activities;
  • Maintains database of interview guides and competition files 
  • Collaborates with HR Assistants to prepare letters of employment
  • Supports the onboarding of new employees
  • Maintains and updates job postings and job descriptions 
  • Records and tracks all Job Evaluation documentation
  • Supports the application and processing of employment related grant requests 
  • Supports HR records management and documentation 
  • Assists the Senior HR Partners in delivering recruitment related training 
  • Supports Human Resources priorities and objectives that align with the Library’s strategic vision;
  • Participates in design and implementation of HR projects;
  • Provides support to the Senior HR Partners and P&C Directors as required.

Education & Experience:

  • Bachelor’s degree in a related discipline
  • Minimum of 1 (one) year of Human Resource or recruitment experience 

Other combinations of education and experience may be considered


  • Intermediate to advanced knowledge of computer applications such as Microsoft Office, HRIS, Applicant Tracking System, and Learning Management System, willingness to learn new applications
  • Working knowledge of HR trends, Labor Standards, Human Rights, and other relevant legislations


  • Public speaking and presentation skills 
  • Experience working in a unionized environment
