Halifax Public Libraries is seeking a full-time, permanent Human Resources Generalist to join our People & Culture team located at Alderney Gate Public Library.

ABOUT THE PEOPLE & CULTURE TEAM
The People & Culture Team works closely with all employees and teams across the organization delivering multiple programs and services: HR Services (including payroll); Learning & Development; Wellness, Health & Safety; and Employee and Labour Relations.
KEY RESPONSIBILITIES
Under the direction of the Senior HR Partner, the HR Generalist is focused primarily on full-cycle recruitment and supporting HR related projects and will provide valued guidance, service and support to managers and employees.
- Coordinates full-cycle recruitment, including:
- manages competitions in the applicant tracking system
- advertises positions;
- recommends recruitment strategies;
- screens applications
- organizes interviews
- processes Criminal Record Checks and Vulnerable Sector Search
- collaborates with and supports hiring managers through the process
- In consultation with Senior HR Partners and hiring managers, develops job testing activities;
- Maintains database of interview guides and competition files
- Collaborates with HR Assistants to prepare letters of employment
- Supports the onboarding of new employees
- Maintains and updates job postings and job descriptions
- Records and tracks all Job Evaluation documentation
- Supports the application and processing of employment related grant requests
- Supports HR records management and documentation
- Assists the Senior HR Partners in delivering recruitment related training
- Supports Human Resources priorities and objectives that align with the Library’s strategic vision;
- Participates in design and implementation of HR projects;
- Provides support to the Senior HR Partners and P&C Directors as required.

Requirements
DO YOU HAVE WHAT IT TAKES?
Education & Experience:
- Bachelor’s degree in a related discipline
- Minimum of 1 (one) year of Human Resource or recruitment experience
Other combinations of education and experience may be considered
Requirements:
- Intermediate to advanced knowledge of computer applications such as Microsoft Office, HRIS, Applicant Tracking System, and Learning Management System, willingness to learn new applications
- Working knowledge of HR trends, Labor Standards, Human Rights, and other relevant legislations
Assets:
- Public speaking and presentation skills
- Experience working in a unionized environment
