Description
Job Summary
Performs advanced inspection and oversight of roadways, bridges, and development projects to ensure compliance with established standards and regulations. Provides technical guidance, conducts material testing, prepares reports, and serves as a liaison between contractors, government personnel, and the public.
Essential Job Functions
Conduct field inspections of roadways, bridges, and development projects to ensure compliance with applicable standards, codes, and specifications.
Provide guidance to contractors to resolve design conflicts and construction issues.
Perform inspections related to residential grading, drainage, and site development.
Monitor construction activities to ensure proper permitting and adherence to approved plans.
Investigate public complaints and coordinate resolutions.
Coordinate communication between project stakeholders, including contractors and management.
Exercise authority to stop work when necessary to ensure compliance and safety.
Review and approve concrete and asphalt mix designs and monitor paving operations.
Inspect forms, steel work, and placement processes to ensure quality standards.
Ensure roadway and bridge surface quality and proper traffic control measures.
Use survey equipment to verify elevations and grading accuracy.
Collect and test construction material samples for compliance.
Review contract documents, process change orders, and resolve discrepancies between plans and field conditions.
Document all phases of project progress and maintain detailed records.
Assist in plan reviews for development projects and grading submissions.
Review and approve invoices, bonds, estimates, and as-built documentation.
Assess property damage resulting from natural disasters.
Inspect drainage systems and right-of-way connections for compliance.
Perform pipe inspections through visual or video methods.
Ensure compliance with ADA standards and safety regulations.
Coordinate with utility companies and attend project meetings.
Calculate and verify material quantities and review delivery documentation.
Notify the public of road closures and ensure safety in construction zones.
Maintain knowledge of construction trends, methods, and technologies.
Prepare and submit reports, including quality assurance and project updates.
Serve as a liaison between contractors, government personnel, and the public.
Operate vehicles, survey tools, and inspection equipment as required.
Provide training and guidance to other inspectors to maintain consistent standards.
Perform general administrative and reporting duties as needed.

Knowledge, Skills, and Abilities
Strong knowledge of construction methods, materials, and inspection techniques.
Understanding of applicable local, state, and federal regulations related to construction and infrastructure.
Ability to read and interpret construction plans, drawings, and technical documents.
Knowledge of asphalt, concrete, drainage systems, and traffic control practices.
Proficiency in using survey equipment and inspection tools.
Ability to plan, organize, and prioritize inspection schedules and tasks.
Strong analytical and problem-solving skills.
Effective communication and interpersonal skills for working with diverse stakeholders.
Ability to prepare clear and accurate reports and documentation.
Proficiency in basic computer applications and record management systems.
Ability to work independently and make sound decisions in the field.
Education and Experience
High school diploma or equivalent required.
Vocational or technical training in construction or a related field preferred.
Six (6) to nine (9) years of experience in construction and/or construction inspection, or an equivalent combination of education and experience.
Valid driver's license required.
Must obtain required construction and safety certifications within specified timeframes.
Physical Requirements
Frequent standing, walking, bending, kneeling, and climbing.
Ability to lift and carry up to 100 lbs.
Use of hands and tools for inspection and measurement tasks.
Ability to work in outdoor environments and varying weather conditions.
