Position Summary:
Charleston County is seeking a Project Manager to oversee capital improvement, new construction, expansion, and renovation projects across County-owned facilities. This role is focused on project management excellence, stakeholder coordination, clear communication, and guiding projects from initial request through construction, closeout, and warranty. Technical expertise is valued but not required; the ideal candidate is a strong organizer, communicator, and leader who can manage multiple projects and diverse teams effectively.
Responsibilities:
-Manage multiple new construction, expansion, and renovation projects from initial request to closeout, ensuring the approved scope, budget, and schedule are maintained.
-Coordinate with design consultants including architects, engineers, and other professional service providers.
-Provide daily project oversight and maintain consistent communication with clients, end-users, and project team members.
-Collect, organize, and archive all project documentation within established project folders.
-Prepare and distribute meeting agendas and notes; organize and archive required documentation.
-Develop, track, update, forecast, and modify project schedules and budgets throughout all project phases.
-Review and track contracts, invoices, and payments for contractors, consultants, and equipment vendors.
-Process contract change orders and payment invoices for consultants, vendors, and contractors.
-Prepare and present project progress reports to County leadership on a monthly basis.
-Assist with plan reviews, construction inspections, and interactions with Authorities Having Jurisdiction.
-Understand and assist in negotiating contracts with all project stakeholders.
-Assist in managing and coordinating movein and occupancy activities.
-Review and process all invoices and change orders for approval.
-Evaluate, advise on, and support Procurement in resolving disputes and claims.
Requirements
Qualifications:
-Project management experience across a variety of building sectors.
-Ability to interact professionally with building users, facilities staff, consultants, contractors, and subcontractors.
-Strong computer skills with proficiency in scheduling, word processing, presentation, and spreadsheet applications.
-Experience in managing, tracking, and reporting project budgets.
-Ability to read and understand construction plans and specifications.
-General understanding of design and construction processes and requirements.
-Excellent interpersonal, written, and verbal communication skills.
-Strong leadership capabilities with the ability to keep teams aligned and moving forward.
-Exceptional organizational skills and problem-solving abilities.
Education and Experience:
-Bachelor’s Degree in Architecture, Engineering, Project Management, Construction Management, Systems Engineering, Industrial Management, or a related field.
-5 years of related project management experience.
-Minimum of 2 years managing projects as a project manager or owner’s representative in any sector.
Candidates with the following non-required qualities are considered more competitive:
-Direct experience with the Autodesk Build platform.
-Direct experience working in government or public-sector environments.
-Technical expertise or background in any engineering field or architecture.
