- FTZ Compliance Manager
Description
The FTZ Compliance Manager is responsible for ensuring the compliant activation, operation, and oversight of Foreign-Trade Zones (FTZs) supporting both distribution and production operations. This role partners closely with internal operations teams, CBP, FTZ Grantees, and DSV clients to ensure FTZ activities align with U.S. Customs regulations, FTZ Board requirements, and DSV compliance standards. The FTZ Compliance Manager serves as a subject matter expert, providing consulting, auditing, troubleshooting, and process development support across assigned FTZ programs.
Key Responsibilities
FTZ Activation & Governance
Lead end-to-end FTZ activations for distribution and production zones, including engagement with CBP, FTZ Grantees, and Operators.
Prepare and submit activation documentation, procedures manuals, and supporting materials in compliance with 19 CFR Part 146.
Ensure FTZ operations are implemented in accordance with CBP approvals, FTZ Board authority, and DSV standard controls.
Client Setup & Implementation
Manage FTZ client onboarding, ensuring compliance readiness, system configuration, and operational alignment.
Act as the primary FTZ compliance contact for assigned clients.
Provide training and guidance on FTZ processes, benefits, and compliance responsibilities.
Policies, Procedures & SOPs
Develop, review, and maintain FTZ SOPs for both distribution and production operations.
Ensure SOPs reflect regulatory requirements, CBP guidance, and DSV operational standards.
Update procedures in response to regulatory changes, audit findings, or operational enhancements.
Compliance Monitoring & Audits
Perform routine and risk-based audits of FTZ admissions, inventory controls, and transaction data.
Review FTZ transactions for accuracy, completeness, and compliance.
Identify compliance risks and implement corrective and preventive actions.
Consulting & Project Support
Provide FTZ consulting support for client projects including new FTZ applications, expansions, and production authority.
Collaborate with cross-functional stakeholders to assess FTZ feasibility, savings opportunities, and compliance impacts.
Support CBP reviews, validations, and compliance assessments.
Systems & Issue Resolution
Troubleshoot and resolve FTZ admission issues within FTZ ICRS.
Analyze system errors, rejects, and data discrepancies and coordinate resolution with CBP and internal teams.
Ensure timely corrections to support uninterrupted FTZ operations.
Requirements
Required
Extensive knowledge of FTZ regulations (19 CFR Part 146) and CBP procedures.
Demonstrated experience activating and managing distribution and production FTZs.
Hands-on experience with FTZ ICRS and FTZ admission processes.
Strong analytical, auditing, and problem-solving skills.
Excellent written and verbal communication skills.
Preferred
Bachelor’s degree in Supply Chain, International Trade, Business, or related field.
Five or more years of FTZ, customs compliance, or trade compliance experience.
Experience supporting multi-client or complex FTZ environments.
Familiarity with CBP systems and inventory control systems.
