Arteon Consulting is seeking a qualified HSE Manager to support a major infrastructure project at Orlando International Airport. This role is responsible for overseeing all health, safety, and environmental activities, ensuring compliance with regulations, and promoting a strong safety culture across all phases of construction.
The ideal candidate has solid experience in construction safety management, is proactive, and can effectively coordinate with project teams, subcontractors, and stakeholders.

[HSE (Health/Safety/Environmental) Manager]
- Report to Project Manager/Construction Manager for HSE activities (daily) to integrate HSE considerations into all phases of project execution.
- Coordinate with Construction Manager and T&C Manager for any safety related issues and processes/procedures.
- Manage subcontractors’ HSE activities including conditions and coordination between subcontractors.
- Coordinate with GOAA’s Safety Reps. and/or other adjacent GOAA’s project for safe site work.
- Provide initial and ongoing safety training to all personnel involved with the A2B4 Project.
- Prepare site-specific HSE plans, safety training material and schedule, site safety inspection check list and schedule.
- Arrange and lead HSE conference at site for all personnel and subcontractors.
- Maintain and submit required documentation of HSE management, including statistic reports on accidents, near misses, environmental incidents, and corrective measures.
- Review and comment on proposed construction procedure from HSE point of view.
- Monitor and conduct inspections for site safety, environmental conditions, equipment and tools, examine the results and recommend corrective actions when necessary.
- Develop, implement, and regularly update the Emergency Response Plan (ERP) for the project.
- Act as primary HSE lead during emergency situations, ensuring immediate, coordinated response in accordance with site-specific emergency protocols.
- Lead incident investigations and root cause analyses; recommend and monitor corrective actions.
- Inspect sanitation conditions of the field office area and construction area on a regular basis.
- Perform other related duties as assigned.
Note: Compensation will be discussed during the interview.
Requirements
MINIMUM QUALIFICATIONS & SKILLS
Experience:
o At least 10 of years of progressive experience in similar roles, especially for construction / site
work coordination of Rail Transit or APM system
o Experience of the construction project inside Orlando International Airport and familiar with
GOAA’s process/procedures for construction activities.
Any special skills/training/certifications
o Able to use general PC software such as Microsoft applications (Excel, Word, etc.).
o Professional safety training certifications such as NEBOSH, CSP, CHST, or equivalent.
o Strong knowledge of applicable safety regulations (e.g. OSHA, EPA, FRA, etc.)
WORKING CONDITIONS:
Duration: July 2025 thru end of October 2027
Weekend/late night work, as required: Support nightly calls with clients and project team members and
Intermittent weekend work activity during high activity periods.
