Position Summary
Spectra Gutter Systems is seeking a highly skilled and proactive Human Resources Business Partner II to serve as subject matter expert and support for Employee Relations, Benefits Governance, Compliance, and Employment Law. This role is responsible for supporting a workforce of approximately 700 employees across 38 locations while helping the organization strengthen leadership accountability, maintain legal compliance, mitigate organizational risk, and foster positive employee experience.
The Human Resources Partner II serves as a trusted advisor to managers and employees, providing guidance on workplace concerns, policy interpretation, investigations, performance management, corrective action, employment law compliance, and organizational change initiatives. The role also supports benefits governance and compliance. This role is instrumental in helping Spectra continue building HR structure, consistency, and credibility across the organization. The ideal candidate is a compliance-minded HR professional who thrives in fast-paced, multi-site and multi-state environments.

Essential Responsibilities:
Employee Relations
- Serve as a point of contact for employee relations matters across all Spectra locations.
- Conduct prompt, thorough, and impartial workplace investigations involving harassment, discrimination, retaliation, policy violations, workplace misconduct, ethics concerns, and employee complaints.
- Prepare detailed investigation reports, findings, recommendations, and supporting documentation.
- Partner with leaders to resolve employee concerns while balancing business needs, legal compliance, and employee experience.
- Provide coaching and guidance to managers regarding employee performance, conduct, attendance, workplace conflicts, and corrective action.
- Support and guide progressive discipline processes to ensure consistency and defensibility.
- Identify trends in employee relations cases and recommend proactive solutions.
Employment Law & Compliance
- Monitor and ensure compliance with federal, state, and local employment laws across multiple jurisdictions.
- Provide guidance regarding: FLSA, Title VII, EEOC Regulations, Wage and Hour Laws, State- specific employment regulations, Leave Administration, FMLA, ADA PWFA, USERRA, etc.
- Conduct HR compliance audits and recommend corrective actions.
- Maintain legally compliant employee documentation and records.
Performance Management
- Assist in managing and maintaining performance management processes within Paylocity.
- Provide guidance to leaders on performance improvement plans and performance conversations.
- Ensure documentation is complete, objective, and legally defensible.
- Assist in developing manager capability regarding employee accountability and performance coaching.
HR Operations & Reporting
- Maintain accurate employee relations records and case management documentation.
- Develop reports and metrics related to employee relations, turnover, investigations, corrective actions, and compliance initiatives.
- Analyze trends and provide recommendations to leadership.
- Participate in HR projects and continuous improvement initiatives.
Benefits Compliance Administration
- Ensure compliance with applicable laws and regulations, including ERISA, ACA, COBRA
- HIPAA, FMLA, Section 125, and retirement plan requirements.
- Monitor legislative and regulatory changes and recommend plan or process update
- Maintain compliance calendars and ensure timely completion of required filings, notices, and disclosures.
- Review plan documents, SPDs, employee communications, and benefit practices for compliance.
Benefits Audits & Reporting
- Coordinate compliance reporting, including ACA reporting, Form 5500 filings, retirement plan audits, and other regulatory requirements.
- Maintain accurate records and documentation to support audits and regulatory reviews.
- Conduct internal compliance audits and address identified risks or deficiencies.
Benefits Administration
- Partner with HR, Payroll, carriers, brokers, and third-party administrators to ensure accurate benefits administration and eligibility management.
- Support benefit plan implementations, open enrollment, and ongoing plan administration.
- Research and resolve complex benefits compliance issues and employee inquiries.
Benefits Policies, Training & Process Improvement
- Develop and maintain benefits compliance policies, procedures, and internal controls.
- Provide guidance and training to HR teams, managers, and employees on benefits compliance requirements.
- Identify opportunities to improve processes, strengthen controls, and enhance compliance effectiveness.
Payroll Support:
- Serve as secondary support for payroll functions on an as needed basis.
Requirements
- Bachelor's Degree in Human Resources, Business Administration, or related field.
- Minimum 5-10 years of progressive Human Resources experience.
- Minimum 5-7 years focused on Employee Relations, Investigations, Compliance, or Employment Law.
- Working knowledge of ERISA, ACA, COBRA, HIPAA, FMLA, retirement plans, and related compliance requirements
- Strong analytical and organizational skills.
- Proficiency with HRIS, payroll, and benefits administration systems.
- Strong working knowledge of federal and state employment laws.
- Experience supporting multi-site operations.
- Strong conflict resolution and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to maintain confidentiality and exercise sound judgment.
Preferred Qualifications
- Manufacturing, distribution, logistics, or industrial workforce experience.
- CEBS, SHRM-CP, SHRM-SCP, PHR, or SPHR certification
- Prior experience with Paylocity HR and Payroll software system.
- Experience with self-funded health plans, ACA reporting, Form 5500 filings, and leave administration.
- Experience supporting hourly and exempt employee populations.
- Experience supporting organizational change initiatives.

Work Environment
- This position is a 100% onsite role.
- The position is based in a professional, climate-controlled office environment located within Spectra's corporate headquarters in Atlanta, GA.
