Description
OVERVIEW
Reporting to the Chief Human Resources Officer (CHRO), the position administers certain employee services programs and initiatives that support hiring, orientation and onboarding, performance management, coaching and counseling, discipline and grievances, accommodations, unemployment, and employee assistance.
ESSENTIAL JOB FUNCTIONS
- Supervise the employee services function and its direct reports to drive excellence in service delivery, including but not limited to ADA accommodations, unemployment, employee assistance programs, performance management, and compliance reporting.
- Provide strategic oversight of daily, long-term, and dedicated substitute teacher programs and temporary staff hiring, monitor accountability, cost controls, and service delivery improvements.
- Administer annual A&S and support staff performance review process; design, facilitate, and deliver performance management training and provide supervisor coaching and refresh cycles.
- Administer new hire check-in surveys; coordinate the exit survey process for departing employees; and analyze data to create leadership presentations and reports.
- Manage and monitor disability accommodation cases and fitness-for-duty requests, including legal coordination and maintaining required documentation.
- Lead the administration of unemployment claims and hearings, including agency coordination and documentation.
- Serve as a subject matter expert to vet and consult on telework policy, guidelines, and specific workplace scenarios.
- Ensure all federal, state, and local labor law postings are current and audited for compliance across all sites and monitor labor law updates impacting human resources.
- Provide guidance to administrators and supervisors on employee issues, including conducting internal investigations into harassment or policy violations.
- Collaborate with the Office of Risk Management to ensure compliance with bloodborne pathogen reporting.
- Lead the development, maintenance, and SharePoint storage of all employee services SOPs to ensure departmental continuity.
- Serve on negotiating teams for collective bargaining as assigned and represent the department on various committees and professional organizations.
- Interpret employment laws, regulations, policies, and procedures for managers, supervisors, and staff to advise on discipline and grievances.
- Offer professional human resource advice to department managers and staff, and present a case for certain courses of action and/or make a case to management for resources and support.
- Perform other work-related duties as assigned.
Requirements
EDUCATION, QUALIFICATIONS, AND WORK EXPERIENCE
- Bachelor's degree in a relevant field required, Master’s degree preferred.
- Minimum of five (5) years of successful supervisory experience in human resources.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional () credential or Certified Professional in Learning and Performance (CPLP) credential preferred.
- Demonstrated knowledge of federal, state, and local employment laws and regulations.
- Experience with public school policies, procedures, practices, and guidelines.
- Proficient in the use of business software applications, including Microsoft Office and HRIS systems.\
- Knowledge of methods of planning, developing, and administering programs and initiatives.
- Ability to analyze and interpret data to align with system goals and initiatives.
- Ability to design and implement effective professional development programming.
- Strong presentation skills.
- Excellent verbal and written communication skills and client-service delivery capabilities.
- Ability to represent the department on committees, task forces, special projects, etc.
- Dynamic self-starter with strong cross-collaboration skills and cultural competencies.
- Strong organizational and time management skills.
- Ability to maintain records, prepare reports, and compose correspondence related to work.
- Demonstrated ability to work professionally and discreetly with confidential information.
- Ability to instruct, direct, and evaluate subordinate employees.
