Job Summary:
We are seeking an experienced, highly organized, proactive, and detail-oriented Operations and Human Resources Manager to oversee payroll, recruiting, onboarding, compliance, reconciliations, and day-to-day office operations for a growing commercial construction company. This role is critical to supporting field operations, recruiting skilled labor, maintaining compliance, improving employee retention, and building scalable systems as the company continues to grow. The ideal candidate understands fast-paced construction operations, can manage multiple priorities simultaneously, and is comfortable working directly with ownership, project management teams, field employees, subcontractors, and vendors.
Core Responsibilities:
- HR & Recruiting: Coordinate recruiting and interviews, process new hire onboarding documentation, support employee relations and performance tracking, and maintain employee files – including I-9, E-Verify, background checks, and training certificates.
- Construction Workforce Administration: Maintain labor rosters and manpower tracking, track OSHA certifications and credentials, support workforce mobilization, and coordinate badging for secure projects.
- Payroll & Benefits: Coordinate weekly payroll, verify manpower hours, track bonuses and PTO, manage workers’ comp claims, and manage fringe benefits and administration.
- Auditing & Reporting: Conduct payroll reconciliations, resolve tax variances, and assist with federal, state, and worker's compensation insurance audits.
- Office Management: Manage daily office operations, coordinate vendors and supply orders, support meetings and scheduling, and improve overall workflows and systems.
- Compliance & Risk: Maintain compliance with labor laws, maintain subcontractor compliance, and support local and state licensing renewal.
Requirements
Requirements & Qualifications:
- Experience: 7 to 10 years + of HR or office management experience within the construction industry.
Education: High school diploma required; Bachelor's degree or coursework in Accounting, Finance, or Human Resources preferred. - Industry Knowledge: Proven expertise in handling certified payroll, multi-state tax compliance, and union collective bargaining agreements (CBAs).
- Software Skills: High proficiency with Excel and construction ERP/payroll systems (e.g., Knowify or QuickBooks Online).
- Core Competencies: Extreme attention to detail, high integrity for confidential workforce files, and the capability to meet rigid weekly processing deadlines.
- Certified notary or willing to become one
- Preferred Qualifications:
- Bilingual communication skills (English and Spanish) to effectively support diverse jobsite crews.
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) status.
