The City of Waco is seeking a visionary leader to become our next Safety Manager. This role will be responsible for the development and implementation of safety and health programs for the City of Waco. The ideal candidate will have experience driving a safety-based culture.

Minimum Qualifications:

Required:
   Bachelor's degree in Occupational Safety and Health, Civil Engineering, or a related field and 5 years increasingly responsible experience in organization-wide Health & Safety programs, including direct responsibility for managing or supervising personnel, operations, programs, and/or services, or an equivalent combination of education and experience.

   Texas Driver's License required

   Certified Safety Professional (CSP)

 Preferred:
    Certified Industrial Hygienist

   CHSP - Certified Healthcare Safety Professional

   Certified Professional Environmental Auditor

   Certified Hazardous Materials Manager

Position Overview
The Safety Manager is responsible for the development and implementation of safety and health programs that ensure the safety of all employees, visitors, and contractors, and that meet and exceed the requirements set forth by OSHA, in pursuit of acquiring ISO 45001 certification. The Safety Manager will actively manage the City's team of safety professionals and will engage and involve leaders and employees at all levels of the organization to drive a safety-based culture characterized by teamwork, commitment, compliance, and accountability.

Requirements

Essential Functions
   Leads the City's Safety & Health team in advancing initiatives that promote and sustain the safety, health, security, and welfare of all personnel.

   Provides organization-wide safety leadership, direction, and technical expertise to support effective safety programs and services.

   Provides executive-level safety advice and expertise to City management to inform policy decisions; develops, monitors, and updates safety policies, procedures, and training to address operational needs, regulatory requirements, and employee awareness.

   Develops, implements, and administers 'best known' Environmental Health and Safety standards and practices with a focus on achieving World Class Performance.

   Disseminates governing safety regulations, appropriate industry "best practices" as well as internal "best practices" to city management, supervisors, and employees to ensure continuous learning and improvement in safety and health performance.

   Analyzes safety performance, makes recommendations, and drive positive change. Communicates to leadership and operations the requirements for improving performance including addressing issues, concerns, and corrective actions.

   Develops, monitors, and disseminates city safety goals and/or benchmarks to employees and subcontractors.

   Participates in project safety meetings as well as significant safety incident investigations and root cause analysis.

   Manages interactions and effectively communicates with all levels of the city, outside support/consulting and regulatory agency personnel.

   Investigates safety complaints, violations, deficiencies, near misses, and incidents; conducts root cause analyses to identify lessons learned and recommends corrective actions to prevent recurrence. Communicates post incident/near miss findings (written/verbal: Incident Flash; Detailed Incident Investigation; and phone/net conferences).

   Develops, implements, and institutionalizes a process to identify and eliminate high risk occurrences through review of historical incident data; leading/warning indicators; plant, process, and equipment audits; job and activity observations; and highly specified Job Safety Analysis (JSA)s and Standardized Work Instructions (SWls).

   Partners with Risk Management and other business partners to proactively manage the administration of Workers' Compensation benefits, case management, and cost containment measures, and the administration and management of risk and loss control activities.

   Promotes a positive safety culture through effective leadership, coaching, and mentorship, while leading organizational change that supports sustained adoption of safety practices and initiatives.

   Leads continuous improvement activities and programs, leveraging processes, tools, and best practices.

   May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.

   Operates a City vehicle to conduct job site visits, incident investigations, training sessions, audits, and emergency response activities at municipal facilities and worksites, and may be required to respond after hours, weekends, and holidays. May drive a City vehicle out of town and overnight for training and other business.

   Performs other related duties as assigned.

   Complies with all policies and standards.

   Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff; maintains confidentiality of work-related issues and City information.
