THE DIVISION
The City of Visalia's Building Safety Division is responsible for ensuring that all construction within the jurisdiction complies with applicable building codes, laws and regulations, including standards established by the International Code Council. The Division reviews plans, issues permits, and conducts inspections to safeguard public health, safety, and welfare. It also provides guidance and support to property owners, contractors and developers throughout the construction process, promoting safety, code compliance, and high-quality development.
Examples of Duties:
POSITION
The Supervising Building Inspector position plans, organizes, and oversees the daily operations of building inspection staff. This position ensures consistent enforcement of applicable building codes and regulations, supports staff development, and provides high quality customer service to the public, contractors, and other stakeholders. The role balances technical expertise with leadership to promote safe and compliant construction practices. The successful candidate will be expected to evaluate quality of workmanship and materials, read and interpret building plans and specifications, communicate effectively in written and oral form, develop and maintain effective working relationships with co-workers, other departments, architects, contractors and the public. The position will be expected to train and evaluate the work of Building Inspection staff members; solve complex inspection problems, conduct difficult inspections on major and technically complex building projects; interpret code, regulations and departmental procedures, coordinate staff training covering code and technology updates and changes and assist in developing inspection standards and departmental policies.
Requirements
IDEAL CANDIDATE
The ideal candidate will possess a high level of professionalism, have excellent communication skills, and a strong technical background relevant to the position as a combined building inspector and supervisor. The ideal candidate will be a self-driven individual, willing to take on new challenges, able to effectively communicate with coworkers, supervisors, support staff, stakeholders, and be willing to work on and manage multiple projects at any given time. The position requires excellent judgement, integrity, commitment to quality, and organizational skills. The position requires familiarity with relevant construction practices for residential, commercial and industrial construction, industry standards, building code, and regulations including ADA accessibility and energy conservation.
EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
Seven (7) years of experience as a building inspector/fire code inspector.
Possession of ICC Combination Building Inspector Certificate or equivalent.
Possession of one or more additional Fire Inspector ICC certifications is desirable.
Associate’s degree in Building Inspection Technology or related field is desirable.
Supervisory experience is highly desirable.
SPECIAL REQUIREMENTS
Possession of or ability to obtain a valid California Driver’s License, by time of appointment.
Possession and maintenance of Electrical Inspector Certification through National Electrical Code (NEC) or International Code Council (ICC). A strong preference shall be made for NEC certifications.
Possession and maintenance of Plumbing Inspector Certification through Uniform Plumbing Code (UPC) or International Code Council (ICC). A strong preference shall be made for UPC certifications.
Possession and maintenance of Mechanical Inspector Certification through Uniform Mechanical Code (UMC) or International Code Council (ICC). A strong preference shall be made for UMC certifications.
Possession and maintenance of, or ability to obtain within two years of accepting position, the Fire Inspector l and Fire Inspector ll certifications through the State Fire Marshall’s Office or International Code Council (ICC).
