Palm Beach County’s Office of Cost Compliance and Control is seeking a detail-oriented and analytical Cost Compliance Administrator to support our County’s compliance in capital and construction programs. This position is responsible for safeguarding taxpayers' funds by ensuring compliance with applicable laws and regulations, financial and contractual regulations, and mitigating financial risks. This position focuses on auditing, risk mitigation and adherence to established internal policies and regulations, contractual obligations, and governmental regulations.
KEY RESPONSIBILITIES
Conducts audits and assessments to identify potential compliance risks.
Maintains meticulous records of compliance activities, reports, and audit findings.
Monitors compliance with the County’s procurement codes and policies, and other relevant County laws and regulations, and applicable external regulations.
Recommends policies to mitigate risks.
Prepares detailed compliance reports for Administration.
Monitors project or operational budgets to identify areas of risk, determine the adequacy of internal controls, and prevent misuse of public funds.
Recommends strategies to reduce expenditures, improve profitability, and optimize compliance-efficiency.
Recommends and implements standardized cost compliance policies and workflows.
Conducts reviews and assessments of construction contracts and subcontracts and their amendments, including professional services contracts/consultant services authorization, change orders, work orders, task orders, supplements, additional services, and final acceptance of construction project documents.
Coordinates administrative functions and projects; prepares and presents project status reports.
Performs related work as required.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
A Bachelor’s Degree in Business/Public Administration, Finance, or related field; minimum of two (2) years of professional experience in cost analysis, pricing, financial analysis, or government contracting,
OR
An unrelated Bachelor’s Degree; minimum of three (3) years of professional experience in cost analysis, pricing, financial analysis, or government contracting,
OR
An Associate’s Degree; minimum of four (4) years of professional experience in cost analysis, pricing, financial analysis, or government contracting,
OR
Graduation from high school or an equivalent recognized certification; minimum of six (6) years of professional experience in cost analysis, pricing, financial analysis, or government contracting.
PREFERRED QUALIFICATIONS
Preferred qualifications include:
Knowledge of audit and compliance principles, practices, and techniques,
Strong written and verbal communication skills,
Experience interpreting data and performing variance analysis, and
Experience reviewing/writing contractual and other legal documents, regulations, policies, and procedures.
