Description
The Compliance Coordinator is responsible for overseeing the District’s compliance with Title IX and related federal and state civil rights laws, including oversight of bullying, harassment, discrimination, and retaliation complaint processes. The Coordinator facilitates investigations and grievance procedures, coordinates compliance activities, provides training and guidance to staff and administrators, and promotes equitable and respectful learning and working environments for all students and employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Under the guidance of the Human Resources Director and the Student Services Director this position will oversee the District’s bullying, harassment, discrimination, and retaliation complaint processes in accordance with Board Policy and applicable state and federal laws.
Develops, reviews, facilitates, and monitors grievance procedures related to violations of Title IX, discrimination, bullying, harassment, and retaliation policies.
Coordinates and oversees investigations involving bullying, harassment, discrimination, retaliation, and other protected-class complaints involving students, staff, or community members.
Provides guidance and support to administrators regarding appropriate responses, interventions, documentation, and resolution of bullying and harassment concerns.
Assists schools and departments in implementing proactive prevention strategies and educational programs related to bullying, harassment, discrimination, and respectful school climate.
Coordinates efforts between departments and promotes overall consistency in the District’s anti-bullying, anti-harassment, and nondiscrimination practices.
Maintains records and documentation related to bullying, harassment, discrimination, and Title IX investigations and resolutions in accordance with legal requirements and District procedures.
Assists with the review, revision, and implementation of District policies and administrative regulations related to bullying, harassment, discrimination, and civil rights compliance.
Provides training for staff and administrators regarding bullying prevention, harassment reporting obligations, Title IX compliance, and investigative procedures.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Minimum of an Bachelors Degree in Education, Educational Leadership, Human Resources, School Administration, Counseling, Social Work, Public Administration, or a closely related field. Three (3) years of experience required in education, human resources, student services, compliance, investigations, employee relations, counseling, paralegal, or related field. Demonstrated knowledge of Title IX, civil rights laws, student and employee investigations, due process, and confidentiality requirements. Experience interpreting and applying federal and state laws, policies, and administrative procedures. Preferred experience in developing and delivering professional development and staff training as well as knowledge of Iowa Code, Department of Education requirements, and federal civil rights regulations applicable to public schools.
COMMUNICATION SKILLS
Ability to present a positive and service-oriented image. Ability to write reports, correspondence, and procedure manuals without supervision. Strong oral and written communication skills are important to effectively respond to questions from employees, vendors, state agencies and the general public. Ability to read, analyze, and interpret technical procedures, and/or governmental regulations. Ability to use effective problem solving and authentic communication skills when working with employees, retirees, union representatives, public workers and private citizens.
ANALYTICAL and REASONING SKILLS
Must possess strong analytical, critical thinking, and problem-solving skills with the ability to evaluate complex information, identify trends, and assess compliance risks. Demonstrated ability to interpret policies, regulations, and procedures; analyze data for accuracy and completeness; and exercise sound judgment when resolving issues or making recommendations. Ability to investigate discrepancies, determine root causes, and develop practical solutions while maintaining compliance with organizational and regulatory requirements. Must be able to prioritize multiple tasks, make informed decisions based on available information, and communicate findings clearly and effectively.
TECHNOLOGY SKILLS
Must possess strong technology skills with the ability to develop, maintain, and analyze spreadsheets, databases, and reports. Proficiency in Microsoft Excel and Microsoft Word is required, along with strong knowledge of database systems. The ideal candidate will demonstrate advanced data management, reporting, and problem-solving skills, with the ability to organize and present information accurately and efficiently.
